Mr. Temporary Deputy Speaker, Sir, I cannot say that it will not be repeated. As I said before, it never took place. So, it will not take place. We shall make sure that the Central Bank of Kenya (CBK) follows the law as quoted by the Member.

Mr. Temporary Deputy Speaker, Sir, I do not know the reason for doing that. The Member has not given me the reason for changing the name of our CBK to the CBK care of USA. I have said that the USA only offered us a grant through the USAID. The grant was declined and, therefore, was never taken. I do not know if that is a reason enough for us to change the name of the bank.

Mr. Temporary Deputy Speaker, Sir, I have said and I want to repeat that the study took place, but it was done internally by the staff of the bank in the normal course of their duties. So, there was no need for us to even get the report because they did it internally and we have no access to it.

Mr. Temporary Deputy Speaker, Sir, I wish to ask that this Bill be deferred for two weeks. This is because there are ongoing consultations between the Ministry and the Committee on Finance, Planning and Trade. We have discussed this and agreed that in two weeks time, we shall be prepared to table this Bill before the House.

Because of this, I want to table here the notice which we have given to the Government Printer to publish this in the Kenya Gazette Notice and we have been assured that it will appear on Friday this week. Thank you Mr. Temporary Deputy Speaker, Sir. This is a very important Motion. We, as the Treasury, are not going by it. In other words, we are opposing it. I would like to first, clear the notion that the Minister has refused to appear before the Budget Committee. Mr. Temporary Deputy Speaker, Sir, we will need your guidance in this respect. In other Committees, when the Minister is not able to appear, he sends some senior officers to appear. Mr. Temporary Deputy Speaker, Sir, unless this is a new practice, I know that committees deal with officers unless, as he says, there was a specific invitation to the Minister. However, this issue could have been clarified when the Permanent Secretary and his team appeared before the Committee. As far as the Treasury is concerned, the Ministry confirms that there are no arrears owing to the CDF which are yet to be disbursed. As I have already demonstrated on that table, the Treasury does not owe the CDF any outstanding funds. In fact, the seven years to June, 2011, the Treasury will have overpaid the CDF by Kshs4 million over the last two years 2008/2009, and 2009/2010. In this Financial Year, 2010/2011, the Treasury will ensure, once again, timely disbursement of CDF allocation to fund development at the local level.
