The houses were advertised and there were bids which were given to the highest bidders, except for the properties that were sold to the Government at the value given by the Government Valuer. view
  • 3 Dec 2008 in National Assembly: Madam Temporary Deputy Speaker, Corner House, Nairobi, was sold to Carrington Estates Limited. There were ten bids, and Government procedures were followed fully and Carrington Estates Limited bid at Kshs700.7 million, yet the reserve price, which was based on the valuation by the Government Valuer was Kshs620 million. So, this property was sold over and above the valuation given by the Government Valuer, which was the reserve price. I am not aware that it was sold to any politically-connected people, some of them in the House. If the hon. Member has any evidence, let him table it before the House. view

While this Motion has been brought in very good faith, I would like to seek the guidance of the Chair on whether it is appropriate for the House to discuss a Motion which is asking the Government to introduce regulations against the law which actually repealed price controls. I just want your guidance because of the urgency and emergency of the present situation. It is a very good Motion in terms of the spirit of it. I am just wondering about the technicality of the Motion and not the spirit. view
