Mr. Temporary Deputy Chairman, Sir, that only applies Clause 4. Clauses 11 and 28 are in respect of Value Added Tax (VAT) and Income Tax on properties which were accepted. Our amendments were accepted by the House. Therefore, these figures should be deleted.

therefore, we prepared this Report. Because of the time factor, the Minister has already got a letter from the Clerk. We even sent a fax to him informing him that we were not clear on the criteria which he used in nominating them. Mr. Speaker, Sir, I do not think that it is right to say that the Minister was not consulted or informed.

On a point of order, Mr. Temporary Deputy Chairman, Sir. I stand on a point of order with regard to the Minister's remarks that this is only going to be deleted on condition that the Second Schedule will not be amended by the Committee. There is no such arrangement. The matter should be discussed on merit. There is no condition at all!

On a point of order, Mr. Speaker, Sir. I would like to raise an issue which was raised by the Minister for Finance, Mr. Kimunya, yesterday, after a court ruling on the Privatisation Act. It is not in order that a matter which is before a Committee of this House is raised outside the House. The Minister tended to besmirch the image of the House by imputing that the House has refused to approve names of appointees to the Privatisation Commission, and thus he is unable to implement the Privatisation Act.
