• 30 Nov 2006 in National Assembly: Mr. Temporary Deputy Chairman, Sir, I just want a clarification from the Minister. In discussions between him and my Committee, we agreed that this Bill should give an allowance of 90 days for payment of claims. We also agreed that the total number of days should be 120. Now, he has increased this to beyond 90 days. Is it as a result of pressure from the insurance companies? A new provision has been made for another 30 days of extension by the Commissioner of Insurance. view

Some issues in this Bill were amended or rejected in the Finance Bill. The Minister has done the right thing. He has brought these amendments under the right Bill. Our Committee is quite happy that we discussed and agreed on almost everything. This innocent Kenyan is suffering. Could he tell us when he will reinstate Mr. Olela instead of taking time consulting the Attorney-General on a court order which is very straight-forward? What kind of advice does he need from the Attorney-General to reinstate somebody yet, the court has given an order? view

• 28 Nov 2006 in National Assembly: They are doing this purposely to kill the small microfinance institutions which will support the small woman who has access to Kshs1,000 or Kshs5,000. This should not be allowed! The Government should keep watch so that this does not happen. They should not allow the big commercial banks to swallow the small microfinance institutions and then, finally, when they have kicked them out, they will close their branches again, and our people will get back to the same situation where they were. This morning, we were discussing this Bill and we will present some amendments which we propose to make. That notwithstanding, this Bill is an improvement on the Public Procurement and Disposal Act which was discussed here and passed. The registration of this body will take into consideration all the defects which have been in the professional bodies of accountants, engineers and doctors. This is a Bill which has come after the formation of all these professional bodies. Therefore, we are not inventing America. We have examples to go by.
