  • 8 Jun 2023 in Senate: loopholes where more than 50 per cent of collections go to pockets of the individuals who collect these monies. A lot of effort needs to be put so that these loopholes are plugged and counties have sufficient money to operate even when the national Government does not disburse money as is the position currently. There were functions that were devolved by the Constitution but 10 years down the line, these functions are still being performed and their resources retained by the national Government. This is a serious issue because provisions of the Constitution are being violated. If it is because ... view
  • 7 Jun 2023 in Senate: Thank you, Mr. Speaker, Sir, for the opportunity. I also join the voices of my colleagues in passing condolences to this great family, hon. Awori’s family. I knew this lady. She was very humble, hardworking, and simple. These are the qualities for which the Awori are known. She was a replica of her father. Her father loved her dearly; her mother also loved her dearly. This is a family with whom we have had a very long relationship as a family. Her grandfather; Cannon Awori, is the one who baptized me when I was a small child. This is a ... view
  • 7 Jun 2023 in Senate: I am sorry, Mr. Temporary Chairman, Sir. You moved a bit fast on 5E. I have heard you move to 5F. I wanted some clarity on the issue of conviction, where someone is convicted on a criminal offence and sentenced to a term of imprisonment of not less than six months. If someone is convicted, say, for three months, will that person continue to serve? If you are convicted and given a custodial sentence of even a month, you cannot continue to serve. I do not know why they are--- view

  • 7 Jun 2023 in Senate: Mr. Temporary Chairman, Sir, I appreciate the thinking, but it is skewed. I was elected by 285,000 people of Siaya County. These are people who are appointed and on issues of appointment, you do not give people so much leeway if they get convicted. I have been a civil servant and once you are convicted for a criminal offence, you do not continue to serve as a civil servant. You do not serve a sentence of three months and come back to continue to serve in a Board. That is not right. view
  • 7 Jun 2023 in Senate: Thank you, Mr. Temporary Chairman, Sir. I support this amendment. However, I am concerned about the long period of experience of 10 years. It is an act of exclusion when we put long periods of experience. That is excluding the youth. We want the youth to come up in leadership. There is no youth with 10 years of experience. We will be giving these jobs to people of our age. This period of 10 years has been there in our laws and statutes for too long. It is time we considered reducing this. When you advertise and state ‘10 years’, ... view
  • 31 May 2023 in Senate: Thank you, Mr. Speaker, Sir, for the opportunity. I also want to add my voice to those who have spoken on this Petition. It is sad that the matter is taking long when, in my view, it should have been done long time ago. It was already conversed in the National Assembly and it is coming to the Senate more than a year later. It means that there is some laxity somewhere. I hope Sen. Cheruiyot and Sen. Cherarkey, who is always fast, will instead of increasing prices of things like fuel, take up this matter and deal with it ... view
  • 31 May 2023 in Senate: You know that Eldoret is where our people from Bondo, Western and other regions go. We go to MTRH, which is the best in the Western region. This is because it is attached to the university, which is doing research and also using the expertise from the professors. The students learn as they work in the hospital. This is an advantage for a hospital to be attached to a university. This is something we should take seriously. The other side of the House should help us solve this matter, so that it does not take long in the Committee, yet ... view
  • 31 May 2023 in Senate: I really get surprised that these days, these public hospitals have become worse than private hospitals. People prefer to go to private hospitals. During colonial times, public institutions like hospitals were functioning better than private hospitals. People were going to public hospitals instead of the private hospitals. view
