  • 29 May 2024 in Senate: I was in this Parliament when the President used to tell us that the date for elections would be announced by him. It used to be his secret weapon to deal with the opposition or whoever was trying to bring issues. Those days are long gone, and we are now discussing a Bill which gives the details of a select committee to select a chairman of the electoral commission. view
  • 29 May 2024 in Senate: This is a big revolution. I am happy that we are at this stage where we are even talking of auditing elections or going a process of auditing elections. This was unheard of and I am pleased about it even though we do not have a perfect Bill. The NADCO team sat and went through the whole electoral process, they identified those weaknesses, and they tried their best to do improvement on them. view
  • 29 May 2024 in Senate: Madam Temporary Speaker, I can see that some of us still have ideas on the improvements they want to do on amendments and that is their right. As per our Constitution, they have a right to do amendments. However, I hope that the amendments which will be made at the Committee stage will not dilute this Bill and take us back again to some dictatorial regimes or to some powers deciding who will be our chairman and commissioners of the electoral commission. view

  • 29 May 2024 in Senate: I do not support that provision in the NADCO Bill. I hope that expanding it to include the Senate will enrich it, rather than dilute it. I appreciate that quite a number of amendments being proposed are good. view

Wambua, for bringing to the attention of this House the issue of the dam being constructed downstream of Tana River. This is affecting Tharaka Nithi and Kitui counties. The issues he has mentioned, including public participation, cannot be gainsaid. These are important issues. There were concerns of public participation regarding Koru-Soin Dam between Kericho and Kisumu counties. Their ancestral land was being affected.
