Let me talk about my friend, the late hon. Kijana Wamalwa who became my friend when he was a lecturer at the University of Nairobi. We became close friends and when multi-partyism was introduced in the country, I remember there was FORD, of which he was one of the founders. He also participated when FORD split into two, FORD-Asili and FORD(K). He was persistent and became the second Vice-Chairman of FORD(K) after hon. Osogo refused to take up the position. The late Kijana Wamalwa worked diligently and finally, when Muite fell out of the party, he remained the only Vice Chair of FORD(K). After Jaramogi’s death in January 1994, Wamalwa became the Chairman of FORD(K) and replaced Jaramogi as the Leader of the Opposition in this Parliament. That was the time I become an hon. Member of Parliament. I worked very closely with hon. Wamalwa; in fact, after the death of my father, hon. Wamalwa came to Bondo and campaigned for me vigorously and I won the Bondo seat against a giant, the late hon. Odongo Omamo, Kaliech.

Hon. Wamalwa was a very generous person. That is the only person I know who could give you up to the last penny. He supported you if he had means to support you, and if you needed support. He was one of the rare people I have come across, who could live very simply, yet he was a very highly ranked person in our society. Hon. Temporary Deputy Speaker, the late hon. university in Kitale does not necessarily have to kill the technical institute. I will talk to him and see how we can best do this. I will share with him a bit of my experience in this endeavour, so that the Government can establish a university and not kill the technical institute.

I am not very happy that very substantial amendments to Bills are brought to Parliament through the Statute Law (Miscellaneous Amendments) Bill. Some of the amendments that have been brought here are so fundamental that they needed to have been brought in through separate amendment Bills. Particularly, talking about the amendments to the Transition Authority Act, they are actually fundamental amendments which affect the Constitution. I thought they should have been brought separately as substantive amendments to the Act, so that hon. members could have an opportunity to thoroughly look at the Act and debate the amendments properly. been illegally dissolved without the knowledge of this House. The Authority is not being given money. Even in the current Budget, the Transition Authority has only been allocated salaries. The Authority has very serious functions that were allocated to it by the Constitution as well as their enabling Act. Hon. Temporary Deputy Speaker, the Authority has not completed its functions but already a committee is being established to replace it. Hon. Temporary Deputy Chairman, I am happy that for the first time, this Parliament is recognizing seniority. It has never before. I stand to oppose this amendment because there can be no lacuna. The Constitution was very carefully crafted to ensure that the police force does not go back to the old order where promotions and demotions were done arbitrarily.
