  • 6 Mar 2012 in National Assembly: Mr. Speaker, Sir, there were no matching funds from the private financiers, of course, at that public juncture; but subsequently, the KPLC floated shares as a rights issue and the private sector participated in buying more shares, so that it could raise more money to improve its balance sheet. view
  • 6 Mar 2012 in National Assembly: Mr. Speaker, Sir, hon. Nuh has asked whether we actually read the recommendation. That recommendation of allocating Kshs2 billion from the Kshs2.4 billion which was due to the Government from the KPLC, it is true; when I was reading my Ministerial Statement, I stated that that money is there but it has not been transferred. The KPLC has not paid it to the Treasury as yet. So, we have not violated any resolution of the Committee because we do not have the money ourselves. The KPLC is still holding that money and we are just going to see whether to ... view
  • 6 Mar 2012 in National Assembly: Mr. Speaker, Sir, our difficulty in the Treasury is because it is this Parliament which approves the Budget. That particular amount of money is part of the monies which we had estimated as part of the general revenue to go to the Consolidated Fund to fund various projects also voted by this Parliament. This is a practice which is going to be for the first time that we hijack money which has not reached the Consolidated Fund and allocate it--- view
  • 6 Mar 2012 in National Assembly: Mr. Speaker, Sir, what I was explaining was that this particular money which they are saying should be given to the Rural Electrification Authority (REA) was already voted for by this Parliament to be part of the revenue which we were going to receive in order to allocate to other projects. So, it is like revising the Budget which was presented and approved by this Parliament. view
  • 6 Mar 2012 in National Assembly: Mr. Speaker, Sir, we shall engage the Budget Committee; even there are other funds which are coming to REA from other sources. view
  • 29 Feb 2012 in National Assembly: Mr. Speaker, Sir, I said that I would deal with this, but I want to address the House substantively on this matter next week. Today I want to address the issue of food security. view
  • 29 Feb 2012 in National Assembly: Mr. Speaker, Sir, there are some consultations that are necessary on this subject by we people in Government. Therefore, I request that I address the House substantively on that matter next week. view
  • 28 Feb 2012 in National Assembly: Madam Temporary Deputy Speaker, he has said that the ball was in the Speaker’s court. The Speaker was to make a ruling because there was an argument as to whether a matter which is before a Committee could be debated here. The Speaker promised to deliver a ruling and that is what hon. Mbadi is asking for. view
  • 28 Feb 2012 in National Assembly: Madam Temporary Deputy Speaker, that is a misstatement. I am sure hon. Mbadi knows the truth that the Speaker was to make the ruling. Actually, we had said that we were not going to deliver the Statement because the matter was before a Parliamentary Committee and the Speaker was to rule whether we were right or wrong. That was the position. It is not that we had refused. We cannot refuse to deliver a Statement. view
  • 28 Feb 2012 in National Assembly: Madam Temporary Deputy Speaker, several Statements have been issued by the Ministry of Finance in regard to this, but we will look at all the Statements that we have delivered and if there is anything which is not covered in what the Member has asked, we shall deliver it before the end of the week. view
