In order for it to do so, it has vested its trust in one leader, President Uhuru Kenyatta. The leader of the Jubilee Party also happens to be the Chief Executive Officer (CEO) of the nation. Delivery of services in counties depends very much on the quality of human resources we have. However, there are three mistakes that happen in all counties. There are two issue here; whether it is a Communication or a Ruling, there are certain Communications that are not debatable because the debate is of no use. The debate regarding those Communications will not change the subject matter of Communication. If it is a Ruling, of course, it is not debatable. However, given the nature of the Communication that was made by the Speaker, is it useful to debate because it cannot be changed or altered here? It is a Communication that came with finality.
