  • 5 Mar 2020 in Senate: Mr. Temporary Speaker, Sir, I support the need which is provided in our Constitution; that we must make provision for students, pupils and all other persons who require special attention. This must be done to those in schools and training institutions, so that in their adult life, they do not have to wholly depend on others. I support this Statement because it is a good one.   • 3 Mar 2020 in Senate: Thank you Mr. Speaker, Sir. My county is one of the counties whose records were burnt sometime in 2017. I remember my governor appearing before the County Public Accounts and Investments Committee (CPAIC) and he was asked to avail the documents. We know that fires do occur and in law, it is expected that a fire may burn anything. However, the Public Finance Management (PFM) Act is very specific that county financial records must be backed up. In fact, it is an offence not to back them up. If you talk to Members informally outside the Chamber, you will realise that they have always suggested a different way of approaching House Business. Most of them feel that insufficient time is dedicated to look into matters of oversight, particularly The electronic version of the Senate Hansard Report is for information purposesonly.   • 27 Feb 2020 in Senate: reports of County Public Accounts and Investment Committee (CPAIC) and others, which should bring into focus what we do, as a Senate. I propose that those responsible for such programmes listen to the feelings of Members. We want to debate issues that relate to misuse of public resources in our counties. We also want to hold into account those we are supposed to oversight under Article 96 of the Constitution. So, in future, when this kind of programme is done, I hope that, that matter will be factored. view

  • 26 Feb 2020 in Senate: Kiambu and other Kenyans do not want authority to be exercised by fear to dissolve functions of their counties. However, in Nairobi we have a challenge. We know that this governor should have left because there are matters that he has failed to perform. We know that if the law does not provide for a way out, convenience and politics may provide for it.   • 5 Dec 2019 in Senate: Thank you, Mr. Speaker, Sir. I want to associate myself with this Petition. It is a good Petition. The Government has a duty to protect forests. The same Government has a duty to feed, shelter and treat people with dignity. In fact, governments cannot exist if there are no people; and people cannot be there if there are no forests. What is emerging is that they are trying to create a conflict between the need to have forests, and the need to take people’s welfare seriously. It is one of the counties that have been mentioned by my senior, Sen. Wetangula, that are suffering from the fact that we are not implementing the law.
