Mr. Speaker, Sir, I have listened to my good friend, Sen. Aaron Cheruiyot. I have heard him doubt the integrity of Members in their individual capacity and applaud their integrity in their corporate capacity. Would I be in order to ask him to exclude me from the list of individuals whose integrity is wanting? If others do not raise this, it will go on record that one of us has evidence that we are people who can be armtwisted and mislead into discarding or abdicating our public responsibility.

On a point of order, Mr. Speaker, Sir. The issue you have raised is the point I was trying to make. It is possible to use the privilege of this platform to defend people. Sen. Cheruiyot should confirm whether he received a phone call because people have individual phones. We all made our decision individually on the basis of what we considered merit. I had said earlier that it is not good to condemn wholesale issue of select committee or talk about collective integrity of the House thus casting aspersions on the conduct of individual Members. On a point of order, Mr. Speaker, Sir. We are aware that this House operates through sessional or standing committees. I believe that Sen. Cheruiyot’s usage of the standing committees implies committees that are not of the whole. Is Sen. Cheruiyot right to claim that this House abandon working through smaller committee and work through the Committee of the Whole because smaller committees are susceptible to being arm-twisted, influenced, cajoled or coerced so that the output is adulterated?

Thank you, Mr. Temporary Speaker, Sir. I join my colleagues in welcoming students from Strathmore University, and also MCAs of Trans Nzoia to this House. I associate myself with Strathmore University, because my daughter is a student there. I believe that she is one of the debaters, but I do not know whether she is here. The feedback I get back at home is that Strathmore is a very good debating school. They are currently the world champions in debate. Thank you, Mr. Speaker Sir. This matter has been lately hitting headlines in the news. The Governor of Nairobi County is being quoted as complaining that the EACC is pursuing him. I would like to request the Committee where this matter is being referred, to look into the measures that have been put in place to ensure that there is no abuse of prosecutorial powers by any institution, to the detrimentof the general public. This is the one that is at the heart of the complaint. Secondly, the Committee should also tell us why quick and decisive action is not being taken against whoever is on the wrong, whether that person is the governor or some other person. As members of the public, we want the people responsible for this to be dealt with, whether they are small, fat, big or thin.

Thank you, Mr. Speaker, Sir. The Lamu Port-South Sudan- Ethiopia-Transport (LAPSSET) Project was supposed to be a game changer in this country. Energy sources like nuclear was predicated upon the operationalization of the LAPSSET corridor. We thought that LAPSSET would lead to sufficient demand for that kind of output. I request the Committee that will look into this matter to look at the loses that we have suffered so far. They should also look at where the project is and report to the House the extent to which it is viable or also tell us if it is unviable. A ...
