I want to plead that we find solace in the words of Patrick Henry. In 1775, in the United States of America (USA), there was a slave who when fighting for the freedom of his people asked the Americans to give him liberty or death. As a Senate, we should find solace in that speech. The same speech was also echoed by George Washington when he told the British Empire to give them liberty or death. As a Senate, we must go for liberty or die as an institution.

We appreciate the fact that sport is best left of funds and it requires proper patronage in order to run in this country. However, we also appreciate the fact that everybody is vulnerable especially the youth. Mr. Deputy Speaker, Sir, Sen. Malalah has made a good Statement. However, let us balance the need for funding and that of protecting the society. I look at it from the perspective that we need to ensure that gamblers and people who encourage betting do not corrupt our society, the youth or take advantage of the situation to cause problems. I plead with the Committee to which the Statement will be referred, to ensure that we come up with a balanced resolution and proposal that will look at both sides of the scale and advance the interest of society. Thank you, Mr. Speaker, Sir. First, I would like to take this opportunity to applaud my colleague, Sen. Halake, for raising this harsh issue. The purpose of any prison or sentence is reform. The penal system is intended to reform wayward members of the society. In finding answers to the questions that have been raised, I would like to urge the Committee that is looking into this matter to come up with a clear and proper explanation as to howthey are intending to achieve the issue of reform. Thank you, Mr. Speaker, Sir. I join my colleagues in welcoming legal counsel from various county governments. I thank them for finding time to join us to learn what we do. Counties are young institutions that were created in 2010. They are still being set up and structured because they need to have enduring legal framework and engineering that will midwife them through this tumultuous period.

I urge the legal counsel to make use of their visit here to learn from the Senate and the Directorate of Legal Services, so as to replicate what we do here in the counties. It is upon them to look for expertise and advice, so that our county assemblies become functional.
