Speaker, Section 43(4) of the National Government Constituency Development Fund (NG-CDF) Act requires that whenever a vacancy occurs in the Constituency Committee through resignation, incapacitation or demise of a member, the vacancy shall be filled from the same category of persons where the vacancy occurred. Pursuant to the above provisions and following occurrence of vacancies in Jomvu, Ndhiwa, Nyando, Mandera East and Embakasi Central constituencies, the Board received the names of the nominees as recommended by the selection panels in the respective constituencies in line with Regulation 5. view
  • 4 Jul 2019 in National Assembly: The vacancies in the four of the above constituencies were a result of death, apart from Nyando Constituency where the vacancy resulted from a post that remained unfilled during the previous appointments. With regard to Ugenya Constituency, there was a by-election. Regulations 5(2) paragraph (b) of the NG-CDF Act provides that a vacancy shall occur in the constituency committee upon commencement of a new parliamentary term. view

The Fund has operated without a fully-constituted board for several years. This has resulted in delays of approving project proposals from constituencies and subsequent disbursement of funds. The Committee observed that those nominees are men and women who have the capability and capacity to steer the Fund to the next desired level. These are the people who authorise quacks to practise in this country and many people have lost their lives. A week ago, I was reading a story about a young lady who lost her life because of a doctor who calls himself a specialist. She underwent a simple procedure, but lost her life in the process.   • 13 Mar 2019 in National Assembly: I support this Report and ask the Departmental Committee on Health to be very firm on the criteria and procedure used by the board in approving any person who purports to be a specialist in any field that we need in Kenya. Kenyans are paying a lot of money to travel to India and other countries for services that could be provided locally just because of the mindset that there is a specialist somewhere who could help.
