  • 27 Jul 2006 in National Assembly: Mr. Deputy Speaker, Sir, the Minister who is a fellow accountant knows that even Enron went down with this information. Uchumi is being resuscitated because of this information of misleading the public. view
  • 27 Jul 2006 in National Assembly: Since the information is available and the CMA has a weakness, what has the Minister done to ensure that Kenyans are not duped as opposed to fighting fire? view
  • 27 Jul 2006 in National Assembly: asked the Minister for Roads and Public Works:- (a) whether he is aware that the Kisii-Kilgoris Road is currently not motorable; and, (b) why the Kshs50 million allocated for the maintenance of the road during the 2004/2005 financial year has not been utilised for its repair. view
  • 27 Jul 2006 in National Assembly: Mr. Deputy Speaker, Sir, I want to thank the Assistant Minister for accepting to rehabilitate the road with the Kshs182 million. I am also disappointed that the Assistant Minister does not know the state of that road, hence there was no need for providing the money. Mr. Deputy Speaker, Sir, what measures will the Assistant Minister take to ensure that if they could take back Kshs50 million, they will not take back the Kshs182 million? view
  • 27 Jul 2006 in National Assembly: Mr. Deputy Speaker, Sir, when I thanked the Assistant Minister once, again, I was not seeking credit since the issue here is representing my people. However, could the Assistant Minister assure this House that this project will commence? Secondly, could he tell the House on what basis they awarded Kshs182 million? 2432 PARLIAMENTARY DEBATES July 27, 2006 view
  • 19 Jul 2006 in National Assembly: asked the Minister for Agriculture:- (a) whether he is aware that thousands of kilograms of green tea leaves go to waste costing tea farmers millions of shillings in the greater Kisii due to low crushing capacity of the existing factories and poor collection strategy; (b) what he is doing to operationalise Eberege and Itumbe tea factories to alleviate the suffering of the farmers; and, (c) if he could consider quantifying and compensating farmers for these losses occasioned by mistakes that are not of their making. view
  • 19 Jul 2006 in National Assembly: Mr. Speaker, Sir, I want to thank the Assistant Minister for the attempt he has made in answering the Question. However, his answer is simply a wish list without concrete solutions to the suffering of tea farmers who have been losing millions of shillings after planting, harvesting and delivering tea to their respective collection centres. Could the Assistant Minister tell this House the concrete measures he intends to take to alleviate the suffering of farmers? view
  • 19 Jul 2006 in National Assembly: Mr. Speaker, Sir, the Assistant Minister, in his answer, was actually wishing that things could happen! But they are not happening and farmers are suffering. Could he tell this House when the contract of operationalizing Eberege and Itumbe tea factories will be completed? Could he confirm to the House that everything is in place except the connection of electricity? Why has it not been connected? view
  • 19 Jul 2006 in National Assembly: Mr. Speaker, Sir, now that we have listened to the combative Mr. Mwenje, could he tell the House, knowing that information is power, that the guidelines and information 2212 PARLIAMENTARY DEBATES July 19, 2006 regarding to access of that money was given across the board and not selectively? If so, under which system was the information passed? view
  • 19 Jul 2006 in National Assembly: Thank you, Mr. Deputy Speaker, Sir, for also giving me a chance to add my voice, although I did not have a chance to contribute to the debate on the Vote. I would like to commend the Minister for a job well done. Now that we have introduced the procurement rules that have shortened the period of procurement, we expect an effective and efficient application of the funds, so that we do not have projects lagging behind. view
