23 Jul 2009 in National Assembly:
Mr. Temporary Deputy Speaker, Sir, the Joint Loans Boards are spread in over 49 districts. We have been unable to expand due to meager funding to this sector. Because of the expansive and fast growing nature of our districts, which are now constituencies, we have not developed as fast as that growth, but we endeavour to do that because that is our mandate. The only handicap is the limited funding we receive from the Treasury. We only receive a minimal amount of money as opposed to what ...

23 Jul 2009 in National Assembly:
Thank you, Mr. Temporary Deputy Speaker, Sir. I rise to support that extension of time, simply because I think we do not fear accountability. Thank you, Mr. Temporary Deputy Speaker, Sir. I thank all hon. Members for their contribution. Mr. Temporary Deputy Speaker, Sir, on behalf of the Government, I want to, from the onset, take the opportunity to support the Motion and thank the hon. Member who moved the Motion for the wisdom that he has displayed and the overwhelming support that this Motion has received. There is no limit to knowledge and if anybody declines to learn, his or her brains usually get rusty. If the Government did do a lot of blending and understood what each one of us stood for ...

3 Jun 2009 in National Assembly:
On a point of order, Mr. Temporary Deputy Speaker, Sir. Is it in order for the hon. Member to just give a blanket condemnation of all of us, Ministers and Assistant Ministers, by saying that we do not have computer literacy?

2 Jun 2009 in National Assembly:
Mr. Speaker, Sir, I rise to support this Motion because I believe that there has to be continuity. Before we have reforms, we must deal with the existing institutions. We have been talking about corruption for a long time. Indeed, the CEO of KACC did say corruption is a vice that fights back. It is a dragon that has many heads. We must fight it from all fronts to give Kenyans value for their taxes. It is true that we have been talking about reforms in our judicial system, Executive and Parliament. However, essentially, until such a time when we ...
