The fishing industry has been underdeveloped because the devolved function has not taken root in the devolved units. This will improve the fisheries department, the economy and the diet of Kenyans who want to eat white meat. With those few remarks, I beg to second. Nyokabi for having worked so hard for so many days to ensure that Kenyans have a Bill that will ensure that we have civilised methods of ensuring that Kenyans can get relevant information to assist in the governance of this country and have effective communication in this era of technology. First of all, I would like to note with a lot of appreciation that the Member who has brought this issue was actually a victim in the past. Those who know the history of Hon. Kang’ata know that he was expelled from the University of Nairobi because of a strike. He became a councillor. He was recalled to the University of Nairobi and today he is a very useful member of the society. So, it does not mean that all those people who were expelled are extremists. Sometimes the problem is teenagehood. view
  • 10 Aug 2016 in National Assembly: Hon. Speaker, these students need justice. We should not judge them very harshly. If this Committee can enable these students to go back to university, it will salvage many lives. The matter has been withdrawn from court and the three arms of the Government are independent. This House, through this Committee, is capable of doing a better job than the Judiciary. I support the Petition. view

  • 10 Aug 2016 in National Assembly: I want to cite an incident I came across in the 1990s while I was working in Kitui as a civil servant. We visited two remote areas called Nuu and another one called Voo during Moi’s days. Incidentally, the people of Nuu and Voo hardly knew Moi but they knew Ndingi Mwana a Nzeki because of the work the NGOs had done in that area of drilling boreholes, a bit of roads and rock catchment where they tap rain water using rocks.   • 10 Aug 2016 in National Assembly: think this is one of those things that are not urgent. Probably, they have marked the trays “in” and “out” but they also have urgent in what is not very urgent. Gone are those days when coats used to be left in the office, in-trays full and documentation or work done at leisure. It is a lesson to this National Assembly that even though we have clear separation of powers among the Legislature, the Executive and the Judiciary, there are some things we will not trust or leave any more, like an open cheque, to the CSs to implement.
