Hon. Speaker, having withdrawn my statement, I want to clarify that the Departmental Committee on Transport, Public Works and Housing did its job. The Committee on Implementation has equally done its job. That is why I have with me the record of what was recommended and the implementation status. However, my complaint was on whether they have teeth to bite. The recommendation was done. They have even engaged me in the fact that they will erect the said bumps but it is not done. Where are we supposed to go?

The reason as to why I stand here is that I know a team of tourists who have been coming to Kenya every year on holiday to chew Miraa . They just come to chew Miraa and go back. That is a form of tourism. If we continue to arrest people because of Miraa, even the tourism sector will lose. We have to make sure that the people who come to chew Miraa are allowed to chew, enjoy their holiday, go back to England and then plan to come back next time.

It is a matter of semantics in the language the drafters have used. They have used a spoken language rather than a written language which is business English. So, I support. Thank you.

Thank you, Hon. Temporary Deputy Chairlady, for getting that name right. This is not just a cleanup exercise. Devolution has been a complicated issue as far as resources are concerned. The governors have been putting claim on some forests that are outside the main gazetted forests. Now that it has been made clear by this amendment; that the forest belongs to the public, then that enhances the conservation as a consolidated Government.
