  • 17 Feb 2016 in National Assembly: Thank you, Hon. Deputy Speaker, for giving me this opportunity. While I appreciate the work that has been done by the Mediation Committee, I want to be on record that I oppose this Motion. I did the same when it initially came here and I have the same reasons for not supporting it. The reason why we decided to have devolved units of governance was to take resources and equalisation to the people in this country. It is a wrong assumption that counties were created following climatic conditions. We have counties in this country that normally experience hybrid climatic conditions. ... view
  • 17 Feb 2016 in National Assembly: almost like Turkana. If you go to Meru, Buuri, which is on the other side of Mount Kenya, it is dry. Actually, the name “Buuri” means “a place with no water”. You would not believe they are in the same county with Imenti South where tea and coffee are grown. Let me talk about my county, Tharaka Nithi County, especially my constituency, Chuka/Igambang’ombe. Chuka and Igambang’ombe are totally in two different worlds. Chuka is next to Mount Kenya and coffee and tea do well in the area. Every ridge is a river. On the other hand, in Igambang’ombe, even getting ... view
  • 9 Feb 2016 in National Assembly: Thank you, Hon. Speaker, for the opportunity to contribute to the amended Motion which I support. I also take this opportunity to wish my colleagues a prosperous new year. It appears like it is a coincidence that some Members who have been removed from this list are Members we know and see appear like rebellious members of a certain coalition. The issue of using the carrot and stick in matters that pertain to the National Assembly is very unfortunate. When you serve in this Assembly, you serve the nation and not a coalition or party. Some of the affected Members ... view
  • 17 Dec 2015 in National Assembly: Thank you, Hon. Temporary Deputy Speaker for giving me the opportunity. I am a bit perturbed. I would have been very much at home if the Member gave me a formula that can divide two positions into 42 positions. I would really love to know that. If you have two positions and you have to give 42 tribes, then that will be a very godly and magical move. This issue of tribalism has become a monster in this country. When I sit here most of the time, it hits me inside because I am one of those Members who are ... view
  • 17 Dec 2015 in National Assembly: engineer who has worked even in the World Bank--- World Bank is a very reputable organisation. We expect that this person must have credibility. So, I believe Patrick Nduati Mwangi is highly credible when it comes to accountability because the World Bank does not give jobs to people who do not have credentials. With that wealth of knowledge in both departments, I believe that all of us, including whose tribes that have not been nominated here, will benefit from the services of those gentlemen as they serve the country. With those few remarks, I support the Motion. Thank you. view
  • 16 Dec 2015 in National Assembly: Thank you, Hon. Speaker for giving me the opportunity. I happen to be one of the lucky ones today that my machine is working. At the outset, I support the appointment of these individuals in their capacities. This comes in the wake of the cleaning up that is being done by the President and the issue of Chapter Six which has been articulated very well by the Hon. Leader of the Majority Party, basically came into play. The individuals who were appointed, a few of them went home because of the suspicion that they were involved in corruption. I cannot ... view
  • 16 Dec 2015 in National Assembly: having looked at the history and what has happened during the vetting, I will, with reservations, still say that we will have to see what that gentleman can do in the Ministry of Agriculture, Livestock and Fisheries. On the issue of appointing politicians, I can see we have three politicians that have come in these appointments. Two of them were currently serving with us and we know their capabilities. I have no doubt with what Mwangi Kiunjuri can do. Initially, he was an Assistant Minister in the Ministry of Water and Natural Resources and he is a man who is ... view
  • 24 Nov 2015 in National Assembly: Thank you, Hon. Speaker. Pursuant to Standing Order No. 223, I wish to present a petition on alleged mismanagement and misappropriation of funds by the Kenya Swimming Federation (KSF). I, the undersigned, on behalf of Kenya Swimming Federation, draw the attention of the House to the following: THAT, the spirit of the Sports Act, 2013 was to harness sports for development, encourage and promote drug free sports and recreation, and to provide for the establishment of sports institutions, facilities, administration and management of sports in the country. THAT, the swimming stakeholders in Kenya including the swimmers, coaches and parents have ... view
  • 24 Nov 2015 in National Assembly: THAT, the Federation is marred by biasness, favouritism and nepotism evident in the selection of national teams and distribution of coaches and swimming scholarships. THAT, despite the fact that most swimming teams are self-funded, there is an alleged misappropriation of funds by the Federation hence inconveniencing the swimmers during the tournaments. THAT, it is the Government’s responsibility to create conducive environment for the swimmers to excel and realise their full potential both in national and international arenas. THAT, efforts to address this matter with the relevant agencies have been futile and, The electronic version of the Official Hansard Report is ... view
  • 24 Nov 2015 in National Assembly: THAT, the issue in respect of this petition that has been made is not pending in any court of law, constitutional or a legal body. THEREFORE, your humble petitioners pray that the National Assembly through the Departmental Committee on Labour and Social Welfare urges the Ministry of Sports, Culture and Arts to inquire into the affairs of Kenya Swimming Federation; recommends an audit of the Federation’s accounts, activities and convenes a stakeholder’s forum to constitute a caretaker Committee, and makes any other recommendation to address the plight of the petitioners. And your petitioners will ever pray. At the moment, the ... view
