Thank you, Hon. Speaker, I only sympathize with the situation that our brothers in northern eastern are going through. I think this is not a time when this country can politicize issues of education, because it is not a choice by the people of northern eastern to be going through difficulties at the moment. Northern eastern is part and parcel of this country and we must find an affirmative action to ensure that those children are taught. This is because at the end of the day education is the common denominator that will actually equalize or unify Kenya. If we ...

My issue is on the way we have been treating Petitions in this House. This is because Standing Order Nos. 225 up to No. 229 is very articulate on what is supposed to happen to a Petition. Your administration went a step further and introduced a Petition Tracker, where we are able to see what is happening to a Petition from time to time, up to implementation. However, the biggest problem has been occurring after the Committee has done a great job, it has a positive implementation plan and there is a recommendation on what the Ministry is going to ...

Thank you, Hon. Temporary Deputy Chairman, for the opportunity to contribute to this amendment. I would have preferred Hon. Kang’ata’s amendment because it was giving the opportunity to the private university students to sit on this Board. We do not have private and public students. There has been a serious problem where students in public universities get preference in getting HELB Fund loans while the ones in private universities are treated as private students; this does not make sense. Now Hon. Mutura has brought the issue of the employer and, maybe many hon. Members did not get what he meant. ...

Thank you, Hon. Deputy Speaker for the opportunity to air my views on this issue of the village elders, who were popularly known as “Sub Areas” and now are called “Village Managers”. For any national Government and administration, that is the route to take. Today, if you wanted to know how many kids were born last night, you can have that data on your fingertips by just initiating your move right from the Presidents’ Office to the village. The village elders know everything that goes on in the village. Those people are poor not because they do not have a ...

Thank you, Hon. Temporary Deputy Chairman. In this case, the records of registered members of a company are very critical because that part gives information of exactly who is in charge of this company. If you look at what has been happening at our registry here when you apply for company registration, sometimes a whole file disappears and it becomes very difficult to reconstruct that The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor.

Thank you, Hon. Temporary Deputy Speaker for the opportunity to contribute to this Motion. It is good for you to make it clear that you do not give opportunity to Members to speak when they have visitors from their constituencies. I hope that is not the procedure. However, I appreciate the opportunity to contribute. I need to air my sentiments by supporting this bilateral agreement.
