Yes. The scenario that we have got is that, even when Kisii County received that money in the County Revenue Fund (CRF) account, it has got Kshs6.5 billion which is not being utilized. These are the challenges and issues that we must observe to make sure that even when we are fighting for the national Government to give us more money to go to the county governments, the governors must be answerable, responsible and that the people who they serve expect more and better all the time. Madam Cabinet Secretary, I will give you an example of the problem we have. There are individuals in Uasin Gishu County who provided their land about eight years ago so that the Expressway could be done on the southern part of Eldoret Town.
