Thank you Mr. Speaker, Sir. It is very unfortunate sitting here and listening to the level of impunity by a governor who has refused to attend several Committee invitation. This governor appeared before the County Public Investments and Special Funds Committee and the kind of conduct he exhibited when he appeared was the most unbecoming conduct from a governor. He almost exchanged with some of the Members who are asking valid questions on matters of governance in Isiolo County. Thank you, Mr. Speaker, Sir. Indeed, listening to my colleagues, we are confronted with a very important decision to make on how we are going to dispense with a preliminary objection. The matters raised in the preliminary objections are very weighty, from both sides. I want to agree with the Senators who have said that Rule 30 does not apply in this case. It is the Senators to make a determination. Thank you, Mr. Speaker, Sir, and Prime Cabinet Secretary, who is also my senior constituent from Vihiga County. I can see from the response there is a disparity in numbers between New York and Los Angeles. Ordinarily, we would expect that there would be more focus on New York, being the leading economic hub of the USA. We can see that we have one staff in New York, and seven in Los Angeles. Madam Temporary Chairperson, you are supposed to allow the Mover of the amendment to explain the import of the amendments. The amendments that have been proposed are proposing taxation. In this era where our people are very sensitive on matters of tax, it will be important for the Mover to explain what the import of the amendments are so that we can move along together.

Thank you, Mr. Temporary Speaker, Sir, I am not sure where I stopped, but I was making a comment on the functions of the Independent Political Parties Regulatory Commission on the issue of funding of political parties. I said that funding of political parties must be re-looked at, in the sense that only parties which comply to the Political Parties Act should be funded. I want to support Sen. Cherarkey, who said we need to amend this because we cannot legislate ourselves out of work by passing a Bill about the National Assembly. Mr. Temporary Speaker, Sir, political parties affect everyone, including us Senators. Senate Majority Leader, I know this is a National Dialogue Committee (NADCO) Bill, but we will have to amend it.
