political considerations. In any case, I am not doubting the qualifications of Mr. David Kemei. He is qualified. He is the best, but the local employees internally should have been considered.

Mr. Temporary Speaker, Sir, Sen. (Dr.) Khalwale knows very well that I am a well-grounded person in Vihiga. I know a lot about what happens in Vihiga County, just the same way he knows a lot about what happens in Kakamega County. According to the report that was tabled on the appointment by the Prime Cabinet Secretary, that is a fact and it is in the Report. I know for sure that this particular individual I am referring to---

Mr. Temporary Speaker, Sir, the Report talks about the name having been nominated by the Prime Cabinet Secretary. That is a fact and it is in the Report. Secondly, I have been interrogated about this matter before when this thing was going on. I know a lot about this. If challenged, I am ready to substantiate.

Mr. Temporary Speaker, Sir, that is why I have answered to say that I am well-grounded. I have interacted with this matter and I am the Senator of Vihiga County. There are chances that I have had meetings where this matter has come up.

Mr. Temporary Speaker, it is very unfair to ask me to table discussions that I have had in meetings somewhere. I will not be able to do so, but I will want to say that even as Sen. (Dr.) Khalwale wants me to withdraw that bit, I will withdraw, but my point is very clear. The electronic version of the Senate Hansard Report is for information purposesonly. Mr. Temporary Speaker, Sir, because I cannot table the discussions we had in meetings, I will withdraw that bit. However, I insist that my conscience is very clear on what happened. As an elected leader of Vihiga County, it is sad that I had to say this on the Floor of the House. I have finished my contribution. Therefore, I have nothing more to say, but only to say that the report is very clear on who the nominating authority was. Regarding the issue of tabling the discussion in meetings and what I have had before on this matter, I ...

Thank you, Madam Temporary Speaker. I want to comment on a statement by the Senator of Kakamega County, Sen. (Dr.) Khalwale, on the matter of medical negligence at Vihiga County Referral Hospital. This particular hospital is located within my county and the medical negligence matter in question is not a new. If you remember I brought a statement in this House regarding similar incidences of medical negligence and other matters touching on the general management of the hospital. The Standing Committee on Health took its time and went to that particular institution in Vihiga County and spent the whole day ...

Substantive action needs to be taken by this House. I have already reported this matter to this House and we have done a report. Why is the report not being implemented? The hospital management should be held accountable because it is very bad for surgical scissors to be left in one's body. What kind of a doctor is that? We had a case where an old lady went through a dental operation and she is now paralysed. She comes from a village called Viyalo near Chavakali. She is now paralysed, but the County Government of Vihiga is doing nothing about ...
