  • 6 Mar 2024 in Senate: Mr. Speaker, Sir, allow me to say from the onset that I support this report by the Committee on Finance and Budget on the BPS. I will point out a few things. On the issue of county allocation, I agree with the committee that the figure proposed by CRA of Kshs391.1 billion is too low. It does not take into account the growth in the economy.   • 6 Mar 2024 in Senate: Members of the National Assembly supporting this proposal when we get to the point of division of revenue. Mr. Speaker, Sir, the only institution that has the powers to make the final decision on the division of revenue is the Senate. I sat in some function this weekend and heard a commissioner of CRA telling people that they will give counties Kshs391 billion. I wondered when did the CRA have powers to give money to the counties.   • 5 Mar 2024 in Senate: Thank you, Madam Temporary Speaker, for giving me an opportunity to present on this important Bill – The County Boundaries Bill. This Bill is long overdue. The past Senate has made four attempts to resolve this issue. The latest was in the 12th Parliament where this Bill died in the National Assembly after being passed by the Senate. As I stand here, I represent a county with a long-standing dispute on the boundary with Kisumu County at Maseno, as had been alluded to by the Mover of this Bill.   • 5 Mar 2024 in Senate: This matter has a huge historical basis. In fact, in my office, I have several files of Petitions, which have been presented to me on that matter. Some are by elders who were there when this problem started. They know the history and all the details. I commend my predecessor, Sen. George Khaniri, for having tried hard to pursue this matter in this Senate.   • 5 Mar 2024 in Senate: intermarried with the Luos. People have bought land on either side. We do not need to politicize this issue. This 12-month period will ensure that this matter is not politicized, so that it is addressed amicably. Most importantly, this Bill provides a mechanism for dispute resolution and management by establishing ad hoc county boundaries mediation committees, where the governor, the Senator, or even a registered voter, can petition the Senate or Parliament to handle this matter.   • 29 Feb 2024 in Senate: Mr. Speaker, Sir, I thank all the Members who have contributed for overwhelmingly supporting this Motion. I spent a lot of time when I was moving it. Therefore, I will not say much. I just want to clarify the issue of multi-sectoral forum that will be appointed by the Cabinet Secretary in charge of the National Treasury. The Committee considered the forum to be important because we faced two major challenges. Firstly, there is the issue of harmonizing pension principal balances because of variations. So, we have internal mechanisms for ensuring that the recommendations of this Report are implemented. This is for the benefit of not just the Senate, but also our Government, which is very keen on promoting a saving culture through pension funds and the pensioners who are languishing in poverty.   • 28 Feb 2024 in Senate: Thank you, Mr. Speaker, Sir. Allow me to comment on two Statements. The first Statement is from Sen. Hamida on the delay in processing Bills. I fully agree that we have a very serious problem. We do our duty of developing Bills, but they take a long time to be processed for publication. So, I think that is an issue that needs to be addressed by the Senate Business Committee (SBC). We can even be told the process and the timeframe it takes to process a Bill, rather than just leaving it like that. You can say for one year ... view
