This is because, as it was said by the Senate Majority Leader, this is a product of bi-partisanship between the two groups, that is, the Azimio la Umoja and Kenya Kwanza Coalitions. Madam Temporary Speaker, there are issues in our bicameral relationship. We have had problems between the Senate and the National Assembly. This Report proposes how that can be solved. When we talk about strengthening political parties in this report and presently doing the opposite, that is not a good spirit. As you are aware, this Motion is very important for this House because we cannot effectively transact our business without having a clear calendar as to how we are going to meet, the times and the dates. That is important. Before the Constitution of Kenya 2010 was promulgated, Parliament did not have powers to decide on its calendar but this is one of the best things that have happened.
