This particular Bill is supposed to appropriate money to go to these deprived areas. We are talking about 34 counties which are going to benefit from this fund. Looking through it, my county is not included among the 34. Madam Temporary Speaker, I am very concerned. When this Bill first came to this House, I engaged the CRA. They told me that they were going to consider areas in counties which are at least quantile one or two and some of my areas ... view

  • 18 Oct 2023 in Senate: I want to respect the independence of the CRA. However, being independent does not mean you are not subject to oversight. We want to see how they determine marginalization in our areas. In any case, the Equalization Fund was meant for ASAL areas. Now that the counties to be considered have been expanded to 34, then we must question why the 34 and not the other remaining 13? For example, Kakamega County is not included.   • 17 Oct 2023 in Senate: Madam Temporary Speaker, I will contribute to this Motion of adjournment by supporting it. The Senate is creating a bad precedent. I have observed that Members have brought Motions of adjournment to discuss serious issues. Nonetheless, when the Motion is moved for debate, we do not discuss the substance of the issues in it. We degenerate into our political parties and lose the entire idea of bringing up the Motion of Adjournment. This is a very serious matter. I disagree with Members who have spoken earlier, particularly the Senate Majority Whip who said that this is not a Government problem. ... view

This is so that we get the results of what we are discussing. On this particular Motion, this is a very serious matter where hundreds of families are sleeping in the cold. Madam Temporary Speaker, this matter ought to have been taken as an inquiry by this House.
