  • 12 Oct 2023 in Senate: Mr. Temporary Chairperson, Sir, I propose- THAT Clause 15 of the Bill be amended in subclause (2) by inserting the words “and the Council of County Governors” immediately after the words “the Cabinet Secretary” The import of the amendment just like the previous ones is to ensure that the involvement of the Council of Governors (COG) in some of these processes, unlike the current clause which talks about the Cabinet Secretary alone. view
  • 11 Oct 2023 in Senate: Thank you, Mr. Speaker, Sir for the opportunity to comment on this Bill. I start by appreciating the spirit of this Bill. Apart from this life of politics, I am an Information Communication Technology (ICT) practitioner. One of the solutions I have provided is integrated hospital solutions. I know what it takes to have that system and its benefits. This Bill is proposing that we have one such system for the entire country, which is a good idea. I think it is long overdue. As Members have said, it will allow sharing of data and things like telemedicine, which are ... view

  • 11 Oct 2023 in Senate: If you look at the proposed Digital Health Agency, it is populated by the representative from the national Government. Even with the proposal to have three members from the Council of Governors (CoG), the Cabinet Secretary still has powers to appoint those members. Therefore, this digital health agency contradicts the Constitution. Mr. Speaker, Sir, I also have a problem with the roles of the Agency, the Cabinet Secretary and the Director General for health; they are jumbled up. The Cabinet Secretary is going to handle matters, which I think, are routine such as, managing data in all the life cycle ... view

  • 5 Oct 2023 in Senate: Mr. Speaker, Sir, my good neighbour Sen. Cherarkey has claimed that every time the President goes to Nyanza, there are clashes in Sondu. Is he in order to say that because we know that clashes have been occurring in that area for many years? Even in the days of President Moi, people were fighting and, at that time, William Ruto was not the President. Is he in order to say that the President’s visit to Nyanza is what triggers the clashes in Sondu? view
  • 5 Oct 2023 in Senate: Thank you, Mr. Temporary Speaker, Sir. The events of Sondu are saddening. Sen. Cherarkey started very well by saying that we need to talk about solutions and how this matter can be addressed. In September 2020, the governors of the Great Lakes Region Economic Bloc held a meeting and had a Peace Accord. These included governors from Nyanza, Western, Nandi, and South Rift. What we need to ask ourselves is what happened? It looks clear that this agreement has not been honoured. We have had four incidences in Sondu. We have also had an incident between the border of Kisumu ... view
  • 5 Oct 2023 in Senate: Mr. Deputy Speaker, Sir, I think that you need to protect us from the politics. We want to address this issue. I was giving incidences that have happened. One view

  • 5 Oct 2023 in Senate: of the incidences was on the boundary between Aldai and Vihiga County. They are happening. I was simply documenting the incidences and there is nothing wrong about that. The houses and animals belonging to my people in that area have been burnt. Therefore, it is very unfair that I stand here to defend my people and I get accused of being a tribalist. We cannot get a solution to this problem if we do not discuss it. view
