Sifuna has said, when we are given an opportunity to increase our resource envelope, we must take that opportunity and increase the resources that we allocate to the counties.   • 7 Jun 2023 in Senate: Mr. Speaker, Sir, I join my colleagues to send my sincere condolences to the family of Ms. Adjibodou, for the untimely death of one of our most dedicated staffers here in the Senate. I actually spoke to her yesterday when she was seated there. This morning, I was very shocked to hear that she is no more. When I served in the National Assembly in the 12th Parliament, a similar Petition came, but the petitioner was the University Academic Staff Union (UASU). The Petition went to the Health Committee. From the onset, I want to appreciate the Senate for this innovative idea of taking the Senate to the grassroots. A study done in 2013 by United Nations Educational, Scientific and Cultural Organization (UNESCO) found out that there are huge water reserves in Turkana. It is ironical that last week my Committee of CPISC had issues with Turkana County Government in terms of management of water resources. The company that manages water in that county – Lodwar Water and Sewerage Company - is dead and does not understand what accountability is. However, there is very little to show for it on the ground, largely because of issues of corruption and misuse of funds. This is an opportunity for us to understand the situation on the ground as far as the utilization of the funds that we appropriate to these counties is concerned. view
