  • 13 Apr 2023 in Senate: have passed the disbursement schedule for the current year but no money has come to our counties. What are we doing about it? The Committee of Finance and Budget needs to take this issue of disbursement of funds by the schedule seriously so that when we sit here and pass, it is the law. It cannot be varied by anyone. In fact, the national Government is violating the Constitution because the law is very clear. If you raise one shilling, 15 per cent of that one shilling should go to the counties while 75 per cent should remain in the ... view
  • 12 Apr 2023 in Senate: Mr. Speaker, Sir, I also want to thank the chairpersons of various committees for the progress reports. I wish to say that this is a very effective way of measuring performance of the committees. How I wish, even the turnaround time for issues in the committee could be improved. The Chairperson has alluded to a matter which I presented to the Committee regarding ghost workers in Vihiga County. I am aware they have done a lot of work around it, but I expected that this matter be resolved within the shortest time possible because this is a cancer in my ... view
  • 11 Apr 2023 in Senate: Thank you, Mr. Speaker, Sir. There is a problem with the system. That is why I had to use interruption. This is a very important Petition. You remember, last week, I presented a Statement in this House on a similar matter that is affecting my county, Vihiga County. It was a situation where the Government acquired land through compulsory acquisition from private land owners and relocated them to a forest, a place called Shiru Shaviringa Settlement Scheme, which is within the larger Kakamega Forest. These people have been there for over 35 years without title deeds. They cannot access amenities ... view

  • 11 Apr 2023 in Senate: the Government acquired land from private owners and then it has refused to gazette the forest where they were taken to. This is a serious issue and I hope the Committee will move with speed to look at all similar matters of this nature and provide a report to this House as soon as possible. Mr. Speaker, Sir, we must also interrogate the performance of the Kenya Forest Service on matters to do with the de-gazettement of forests. They have been very slow and very bureaucratic. I hope the Committee will also invite Kenya Forest Service to shed light into ... view
  • 29 Mar 2023 in Senate: Mr. Deputy Speaker, Sir, I wish to request for a statement on the status of degazettement of Kibiri Forest and Settlement at Shiru/Shaviringa Settlement Scheme. Mr. Deputy Speaker, Sir, I rise, pursuant to Standing Order 53(1), to seek a statement from the Standing Committee on Land, Environment and Natural Resources, regarding the status of degazettement of Kibiri Forest and Settlement at Shiru/Shaviringa Settlement Scheme. In the Statement, the Committee should - (1) Cause an inquiry into the status of the Government’s written assurance to Parliament, vide a letter dated 1st December, 2021, which made an official commitment to resolve the ... view

  • 29 Mar 2023 in Senate: Government resettled people in Kibiri Forest. This was on an understanding that their land was going to be taken over by the Government and they would be compensated by being settled in the Kibiri Forest. Several years later, these people do not have title deeds and that place has not been degazetted as a settlement scheme. I raised this matter in the National Assembly in the 12th Parliament. Some progress was made and the Government committed to start the process of settling these people. However, this process has stalled. Just about a month ago, these people invaded the office of ... view
  • 29 Mar 2023 in Senate: Madam Temporary Speaker, I thank you for this opportunity. I join colleagues who are opposed to this Motion. I oppose this Motion because you remember that we all took an oath here. We said that we would uphold and protect the Constitution. Madam Temporary Speaker, as a Senate or Parliament, we are treading on very dangerous grounds. The moment we push through unconstitutional amendments to the Standing Orders then, we are setting a very wrong precedence for this Parliament. This is view
