asked the Minister for Energy:- (a) when he will step-down electricity along the Homa Bay-Mbita line to markets, schools, health institutions and polytechnics, to enable residents of Mbita to utilize electricity; (b) whether he could confirm that electricity will be stepped-down at Ogongo Market, Koyani, Kitare Health Centre, Waondo Secondary School and Village Polytechnic, Luanda and Kirindo markets; and, (c) what has caused the inordinate delay.

Mr. Deputy Speaker, Sir, this is a conspiracy to make sure that I do not come back to Parliament, because this line was built in December 2002. Since January, 2003, I have been promised by the Ministry that this project would be done every other year, just to step- down electricity to market centres. It was one line from Homa Bay to Mbita non-stop. It did not drop anywhere. Even in my home, where it has passed over my roof, I do not have electricity. Mr. Deputy Speaker, Sir, Kenyans pay a levy for rural electrification. Since 2002, when that line was built, the Ministry knew that there were markets, polytechnics and schools which should have benefited. How did the Ministry use the levy meant for Suba District, where Mbita Constituency is situated, for all those years since 2003 to date? We would have expected that, at least, in one year, they would have stepped down electricity somewhere and in another year, somewhere else. What has the Ministry used our share of the money for?

Mr. Temporary Deputy Speaker, Sir, I want to support the proposed 2970 PARLIAMENTARY DEBATES August 2, 2007 amendment on the basis that if the Press would want to name a person, then they should go ahead and name him instead of naming him by reference and going round him until everybody in the country knows him, but they do not want to pay for the damage when the guy takes them to court. Mr. Temporary Deputy Chairman, Sir, I beg to oppose the amendment like Eng. Karue because, really, this Bill carries many other things like the Media Advisory Board--- I am sure it talks about so many other things outside the Council. The Council is just a small part as an enforcement agent. Otherwise, the Bill carries so many other things. So, I thought the "Media Bill" was all encompassing and we should have retained it that way. I do not know why the Minister thought this amendment would be appropriate.

Mr. Deputy Speaker, Sir, because this is an external loan, the merits or demerits notwithstanding, we know that if eventually we have to pay, there will be interest, penalties and interest on interest. The figure may jump from the Kshs17 billion to between Kshs30 billion and Kshs40 billion. Is it not in the interest of this country that we appoint an arbitrator, maybe in the Hague, to deal with this matter once and for all, so that all those investigations can be taken to the arbitrators, so that we do not over-burden our children with several billions of Kenya shillings ...

Mr. Deputy Speaker, Sir, I would like to thank the Minister for a straightforward answer. What I want to remind him is that since the channel was blocked by the same Ministry some 20 years ago, the lake's ecology, especially the gulf, has changed. There is a restricted movement of fish and water, thereby making the gulf what has been referred to by environmentalists as "a cess pit". Can we be sure that this is not just another story that it will be August 1, 2007 PARLIAMENTARY DEBATES 2925 done for the benefit of the gulf's riparian community?

Mr. Deputy Speaker, Sir, I wanted to remind the Assistant Minister that one time, I talked to the American Ambassador and he told me that if the Government wrote them a letter, they would bomb the causeway and put up a temporary bridge. This can even be used by vehicles, as you design and look for money to construct a permanent bridge. That way, the water will start flowing immediately. He said they will bomb it the way they did it in Iraq!

asked the Minister for Energy:- (a) when the contractor will complete the construction of the Mbita Point- Tom Mboya Health Centre electricity line to enable the health centre and Tom Mboya Secondary School to be connected; and, (b) whether he could confirm that the schools along the line, namely Waware, Nyamuga and Wanyama will also be supplied with electricity.
