  • 4 Jul 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I want to thank the Minister for a very detailed answer. Out of the intermediaries in Nyanza Province, I have not seen any of those in Suba District. Is the Minister making any preparation to disburse money, say, through the Kenya Post Office Savings Bank so that every bank or postal institution can be one of the intermediaries? That way everybody can be reached. view
  • 4 Jul 2007 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir. I just wanted to ask the Minister to confirm whether he received an application from one of the intermediaries called "Suba Teachers SACCO". The SACCO runs a bank for teachers in Suba District, and I think it can be very useful and proximate to our people. My last question to the Minister is this: Could he confirm to us how much money has been disbursed? The Youth Enterprise Development Fund is now one year old. You cannot keep on going round and round, just consuming this money! How much have the youth used? view
  • 4 Jul 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, through you, could the Minister confirm how much money has been disbursed to the youth? The Youth Enterprise Development Fund is now one year old. Are the youth just going to be trained as the Minister goes round the country in airplanes and finishes this money before it reaches them? view
  • 4 Jul 2007 in National Assembly: Mr. Temporary Deputy Chairman, Sir, following the Minister's explanation, then I think we must change the wording from a "suitable corporate body" to "any suitable body" or "institution". I suppose that the authority, in consultation with the Minister, may delegate to a city council, municipal council, county council, or any other body that they may find suitable. However, if you say "corporate body", then the technical meaning is that it is a company 2268 PARLIAMENTARY DEBATES July 4, 2007 with some kind of a seal. So, I just want to persuade the Minister to alter that wording, so that it ... view
  • 26 Jun 2007 in National Assembly: asked the Minister of State for Administration and National Security:- (a) when the Government will resolve the boundary dispute between the residents of Lambwe and Central Divisions in Suba District; (b) why the Government hived a large chunk of Lambwe Settlement Scheme (Ruma Location) and put it under the administration of Central Division, thereby creating unnecessary turmoil in an otherwise peaceful environment; and, (c) when Ruma Location will be converted to Lambwe Division. view
  • 26 Jun 2007 in National Assembly: Mr. Speaker, Sir, the answer is contradictory in several respects. One, it says that the matter was presented to the District Development Committee (DDC) in 1995, which then decided that a bit of the settlement scheme should go to Central Division. But in 1995, there was no district called Suba. Which DDC addressed that issue? That hiving was done at the creation of Suba District! Mr. Speaker, Sir, I would like the Assistant Minister to know that if there was no dispute, I would not have asked this Question. This Question is coming from the people. They are saying: "We ... view
  • 26 Jun 2007 in National Assembly: Mr. Speaker, Sir, that is very embarrassing because the Question is directed to the Government that is in charge of administrative boundaries, and not to my neighbour whom we have a dispute with! view
  • 26 Jun 2007 in National Assembly: No, Mr. Speaker, Sir! Lambwe Division was created during the creation of Suba District. But Lambwe Division was largely Lambwe Settlement Scheme, as the Question proposes. view
  • 26 Jun 2007 in National Assembly: Mr. Speaker, Sir, while re-organising the settlement scheme--- view
  • 26 Jun 2007 in National Assembly: Mr. Speaker, Sir, Lambwe Settlement Scheme has a part called Ruma Location--- view
