I am seriously on my feet and I am saying that the signature that was put on the Division of Revenue Bill is the reason why we are in court. It is a serious matter for this nation and for this House. It is difficult to debate this Bill to distribute Kshs210 billion without feeling as if we have been taken for granted as the House which should have determined, defended and promoted devolution.
