  • 21 Feb 2018 in Senate: Thank you, Mr. Deputy Speaker, Sir. I am well guided. Mr. Deputy Speaker, Sir, this amendment Bill--- Mr. Deputy Speaker, Sir, you should have allowed me to laud you for your support of education. Article 184 of the Constitution requires Parliament to legislate on the matters that we are talking about today. So, from the word go, it is not an idle undertaking today, when we are discussing The Urban Areas and Cities (Amendment) Bill (Senate Bills No.10 of 2017), because it is a constitutional requirement under Article 184. Mr. Deputy Speaker, Sir, as has been noted by my colleagues, ... view

  • 22 Oct 2015 in Senate: Mr. Deputy Speaker, Sir, the Committee has the response to the statement. However, it has very detailed appendices that run up to 40 pages. Since this statement just got ready this afternoon, I have discussed with Sen. Ndiema. I request that we first furnish him with copies of the appendices, and then we can respond to this on Wednesday, next week. I seek your indulgence. view
  • 18 Nov 2014 in Senate: Thank you, Mr. Temporary Speaker, Sir. I thank Sen. (Prof.) Lonyangapuo for this Bill. It is a Bill that we have been waiting for, for a long time. It is good that the violence, probably, happening in his own county has made him think that we have to do something very drastic to change the way we police our country. One time, I was invited by the former Prime Minister to accompany him and the then Minister for Water and Irrigation, Hon. Ngilu, to Turkana. When we landed on the shores of Lake Turkana, we found that the Ethiopians – ... view
  • 18 Nov 2014 in Senate: Thank you, Mr. Temporary Speaker, Sir. I am not quite aware, but I hear that under “ kumi kumi” ten people are organized by Government. That kind of thing without being anchored in any law is useless. That is why we need to marry the devolution structure with the national structure, especially in security, so that the village head who will be heading this government, with his small government or baraza of responsible older men and women, probably, even nominated by their own small villagers, sit there to look at all the small matters in the village. They will look ... view

  • 12 Nov 2014 in Senate: Thank you, Mr. Temporary Speaker, Sir. • 4 Nov 2014 in Senate: Yes, I was. However, senior Senator G.G. Kariuki has spoken in the language I wanted to speak in. I think we are turning parliamentary matters into some kind of a personal relationship between the Speaker of a certain House and the President so that he achieves what he wants to achieve. We are seeing that probably the Speaker of the Senate does not have the same chemistry as the one of the National Assembly and, therefore, his matters do not proceed the way they should proceed. However, that is not the way we should go. We should go the way ... view
