Mr. Temporary Chairman, Sir, I had raised some kind of point of order earlier, but I now want to debate on this issue. I have been talking to hon. Sang who has been advising me that this Bill is progressive although the word “progressive” does not appear here. Thank you, Mr. Temporary Speaker, Sir. This is a good Bill that will protect our county assemblies in their role of representation, legislation and oversight. As representatives of the people, there are certain things they must speak about on behalf of those that they represent and sometimes on behalf of the nation. Some of the things you must speak about on the Floor of the House need not be pleasant. At times, they may be very unpleasant but at times they may be malicious. Mr. Speaker, Sir, on this matter now, I would want to be very clear in my mind that if I am asked to withdraw by the Chair, I would be asked to withdraw specific words that offend the rules of this House, so that you do not withdraw a speech. This is because, sooner than later, the HANSARD will be in a lot of trouble, knowing what is withdrawn and what is to be retained.
