  • 15 Oct 2020 in National Assembly: Committee on Lands. I want to thank the Chair and the Mover for what they said. However, one of the things that happens is that sometimes the Government buys land… I have a case in my constituency at a place called Watamu Plot No. 28 where the Government bought land to settle people. This land was not registered and so no title was issued. So, a private developer went to the Ministry of Lands and Physical Planning and changed the land ownership and removed the caveats that were placed by the Government and started owning the land. He went back ... view
  • 13 Oct 2020 in National Assembly: Thank you, Hon. Speaker. This Report is of importance to me and the people of Kilifi. Therefore, in support of this Report, I would like to state as follows: One, I am surprised that the County Government of Kilifi did not make a presentation on the same despite taking time to inform the Governor that it is an important thing coming up in Parliament. When the advertisement for public participation was done, I actually expected that the County Government of Kilifi would take this matter as seriously as it ought to and make a presentation before the Committee, and make ... view
  • 13 Oct 2020 in National Assembly: Thirdly, many times, the Italian Government has brought many people to work in this country. Some of them have work permits while some do not have permits. This agreement says that Kenyan professional staff will be appointed to serve at the centre and also learn. However, as at now, you cannot pinpoint any Kenyan who was trained at that centre. You cannot say “This guy has qualifications in space knowledge because he is trained at that centre.” San Marco Space Centre has been there for many years but it has not benefited the community. Neither has it benefited the country. ... view

  • 29 Sep 2020 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. At the outset, I want to congratulate the Chair of the Committee on Implementation for his dedication to work, the Vice-Chair and the team that he works with. I think we have a very robust and good team that wants to ensure that Parliament succeeds. The work of this Parliament, going forward, rises or falls on this Committee. If this Committee does not do its work, then Parliament’s work might be in vain. But because this The electronic version of the Official Hansard Report is for information purposesonly. • 29 Sep 2020 in National Assembly: Committee is here, it is possible to ensure Parliament enforces its decisions. When Parliament passes resolutions within 60 days, the Committee should check whether those decisions have been implemented or not. I think the story currently is that, 60, 90 or 100 days go by until a Session of Parliament ends yet, many things that are passed in this House are not implemented. Every time a Motion is brought in this Parliament, there will be one or two Members saying it was discussed, passed and nothing happened. This is a statement that indicts Parliament’s work; that we are unable to ... view
  • 24 Sep 2020 in National Assembly: Thank you very much, Hon. Speaker. On the Miraa petition, this is an important crop for the people of that region. I raised a petition here on cashew nuts the other time. When I requested you that I should re-submit it, you gave direction to the Chair to start working on it. I think it is almost 100 days since and nothing is forthcoming. I have not heard any communication or anything. I even talked to the Chair, Hon. Tiren, but I do not think that they are serious about that Petition. If they could not handle the one on ... view
