Hon. Speaker, the Leader of the Majority Party usually has taken his Members the way he wants. He bulldozes them to take a position. I asked my leader, who is my party chairman, to tell me the party’s position on this Motion.

This is so that I am able to argue from both my stand and the party’s stand. That is how we build democracy. So, I have the right to talk to my party leader. This idea that people must go the way he wants is not good. I want to tell the Leader of the Majority Party to respect what ODM does; it is a formidable party. It is the only strong party in this country. It is the oldest party in this country which must continue to be respected. Its party position should be respected.

Thank you, Hon. Temporary Deputy Speaker. At the outset, I will propose several amendments to this Bill. I want to congratulate Hon. Kamket for his effort and for bringing this Bill. For the first time, after many years, the 11th Parliament and this Parliament will have an Act that will manage the Equalisation Fund. The Constitution says that every year, 0.5 per cent of all the revenue that is collected by the national Government calculated on the basis of the most recent audited accounts of revenue received, as approved by the National Assembly, will be available. because we hoped the more developed areas would help the other areas to develop. That is what the Constitution and this Act need to cure. The policy that was done by the CRA has expanded from the original 14 to 34 counties. And then it has gone further to break it down to small wards. Doing that means that you will allocate Kshs1 million to a ward and go to another ward and allocate Kshs500,000. We are spreading the money too thinly and there will be no benefit to those areas. Hon. Speaker, I also support this Motion. The way the world is moving, there is need to have defence and security, so that the world is brought together and people can co-ordinate in many things. Coordinating and working together with South Africa gives this country an edge in security. Kenya is faced with a lot of security challenges emanating from the activities of Al Shabaab, Islamic State of Iraq and Syria (ISIS) and other terrorist groups. All these things give the world a problem and can only be won when we work together within the African Continent.
