Today, cancer treatment and diagnosis is prohibitive in this country. You realise that if you want get screened or treated, you must have a lot of money, and therefore, many patients from poor backgrounds succumb to this disease. I can see the light is on. This is because for the many years that it has existed, we have seen the collapse of the many irrigation schemes that we used to learn about when we were young. The NIB has presided over the death of many irrigation schemes. A few irrigation schemes come to mind, for example, the Tana and Hola Irrigation Scheme that fed the coastal region for so many years. Probably, the Government just earmarked the land and said it was going to start an irrigation scheme. The Government forgot that it was dealing with community land. The people of Tana River and Kilifi had begged the Government for many years to intervene in terms of agriculture. We hope that the problems the Galana Kulalu Irrigation Scheme exposed will be solved by this law. It also very important to understand one thing. If we do not unblock the transport at the Coast where all goods and everything else comes through, the GDP of Nairobi will not grow. If you want to set up the Nairobi Metropolitan Area Transport Authority and forget about one for Mombasa, then you will actually have a problem because all the goods and items that comes from the coastal region end up here in the city.
