As one of the Members said earlier, this explains why we are a budget-making House. Last week we dealt with the Estimates in the Committee of Supply. We are now focusing on the Finance Bill and, later in the afternoon, we will deal with the Appropriations Bill. All these are part of the budget-making process. Hon.
