That is a proposal. Probably, you want to persuade the Members. There is a prevailing decision by the House on how much time should be allocated to the Members. That should be 10 minutes per Member. But, you could persuade your Members but that will not be binding.

Members, I would like to remind us one of the Procedural Motions that we passed which said that a Private Members Motion takes a maximum of two hours and each Member has five minutes to contribute. This particular Motion had a balance of one hour, three minutes and it started at 9.57 am. That means the Motion time must end at 11.00 in the next six minutes.
