Hon. Chairman, I beg to move: THAT, the Bill be amended by inserting the following new part immediately after Clause 31─ PART IVA – PROVISIONS ON DELEGATED POWERS Regulations. 31A. (1) The Cabinet Secretary may in consultation with the Kenya National Library Service, make regulations for the better carrying into effect the provisions of this Act. (2) The Regulations made under subsection (1) shall include regulations prescribing the requisite forms and fees for use under this Act. Thank you, Hon. Speaker. I agree with the petitioners because the issue of human-wildlife conflict is real, particularly with the grazers; the zebras, wildebeests and the dik dik. Most farmers who are bordering the national parks and reserves are really suffering. Every year, Parliament sets aside money for compensation of farmers. Last week, Hon. Pukose woke up to ask a Question on the amount of money that had been spent on compensation. It is very painful and it has cost farmers their livelihoods. Very near here in Mavoko, farmers do not harvest because of the grazers and the KWS must ...
