  • 11 Apr 2007 in National Assembly: Mr. Deputy Speaker, Sir, the Government knows very well that Block B of Ahero Irrigation Scheme had total crop failure as a result of blast. This came about as a result of the use of uncertified seeds. I am pleased that the Leader of Government Business said the Government will not allow the use of any more of uncertified seeds. Could the Government assure this House that they will not allow other people to sell seeds to the farmers and compete with NIB? That is the cause of all these problems. These are the people who bring these uncertified seeds. view

  • 5 Apr 2007 in National Assembly: Mr. Deputy Speaker, Sir, the Assistant Minister has indicated that they 428 PARLIAMENTARY DEBATES April 5, 2007 intend to promote oil palm and vanilla which are fairly new crops in this country and we do not know much about them. As regards rainfall, I do not think western Kenya has enough rainfall for oil palm. Why can the Ministry not, when it wants to promote oil crops, not consider promoting established oil crops like Sesame and Sunflower which we know very well?   • 3 Apr 2007 in National Assembly: asked the Minister for Water and Irrigation:- (a) whether he is aware that water hyacinth has invaded wetlands, streams and other small water bodies, thus threatening their survival; (b) whether he is further aware that the weed has also invaded some irrigated lands in western Kenya, making it expensive to till the fields; and, (c) what efforts he is making to eliminate the weed from the affected areas. view
  • 3 Apr 2007 in National Assembly: Mr. Speaker, Sir, at the moment, Lake Victoria is heavily infested with hyacinth. It seems the Assistant Minister does not have adequate information about the current infestation of Lake Victoria by that weed. All the small water bodies and wetlands around the lake are also heavily infested by that weed. Sometime back, beetles were introduced to control that weed. The Assistant Minister has suggested the manual control of that weed. But that method failed! What happened to the beetles? view

Mr. Temporary Deputy Speaker, Sir, the last paragraph on page 19 of this booklet says: 150 PARLIAMENTARY DEBATES March 27, 2007 "The provision of quality physical infrastructure is critical in increasing the economic growth rate from 6 to 10 per cent per year within the next five years." But take the road to Kisumu from Nairobi, for example. Mr. Temporary Deputy Speaker, Sir, the road to Gilgil is okay. But after Gilgil all the way to Busia, the road is in a deplorable condition. Most of the roads in Western, Nyanza and Rift Valley provinces are not very good. That would be one of the parameters of assessing economic growth in this country.
