I want to tell the Assistant Minister that, if they could establish a breeding facility for beetles, they could have a population of beetles to release to the lake as the need arises. It will be cheaper to control the hyacinth using that method than waiting for someone else's money. Maybe, your scientists and officers want to "eat" that donor money! During the planting season in question, the NIB supplied certified seeds to some farmers. However, someone else supplied uncertified seeds to other farmers. Under what circumstances did the NIB allow someone else to supply uncertified seeds to a Government irrigation scheme? view
