  • 7 Jun 2006 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir. I want to make my 1186 PARLIAMENTARY DEBATES May 7, 2006 contribution in support of this Motion. It is in history that at Independence, we had very large and few districts in this country. At that time, the population of this country was about 9 million but today, we are almost 40 million. Since then, the population of this country has increased by, at least, four times. If districts are units that are supposed to help the Government in the delivery of services to its citizens, then we should have, at least, four ... view
  • 7 Jun 2006 in National Assembly: The Government has seen the need to create new districts in this country. The only unfortunate thing is that the Government has not followed the law in the creation of the new districts. There is an Act of Parliament that should guide the Government on the creation of new districts. Some of the new districts that have been created are need-driven, while some have been politics-driven. This is because politicians have lobbied for their creation. The creation of some new districts has been power-driven. Some powerful people have influenced the creation of districts in their areas. The creation of some ... view
  • 31 May 2006 in National Assembly: asked the Minister for Labour and Human Resource Development:- (a) whether he is aware that Mr. Milton Ochieng' Duri was an employee of United Millers Limited, Kisumu, from 1st September, 1995 until 1999; (b) whether he is further aware that the management of the company implicated Mr. Duri in a case leading to a prosecution (Case No.1528/99) at Winam Court, Kisumu), but was later acquitted for lack of sufficient evidence; and, (c) when United Millers Limited will reinstate Mr. Duri. view
  • 31 May 2006 in National Assembly: Mr. Speaker, Sir, I thank the Assistant Minister for that answer. However, some employers, especially in and around Kisumu Town, have the practice of implicating their employees. United Millers Limited is one of them. It is very notorious for that kind of thing. Mr. Duri was implicated, but he was found innocent. He was then paid a meagre Kshs8,000. The employer, probably, did not like his face any more. Could the Assistant Minister tell us whether the Kshs8,290 was for compensation for services that were terminated without notice? Did he deserve other payments? view
  • 31 May 2006 in National Assembly: Mr. Speaker, Sir, the Assistant Minister has requested Mr. Duri to go to her Ministry for help! I am happy about that. I will tell him to do so. view
  • 4 May 2006 in National Assembly: Mr. Temporary Deputy Speaker, Sir, am I in order to ask the Minister to substantiate to this House whether this Parliament does not work when it is in session? view
  • 3 May 2006 in National Assembly: asked the Minister of State for Administration and National Security:- (a) how many Kenyans have been displaced as a result of ethnic/land clashes within Kenya in the last 15 years, (b) whether he could indicate the number of such victims in Muhoroni Constituency; and, (c) whether he could specify the parcels of land from which the victims in Muhoroni were evicted and person(s) occupying the land now. view
  • 3 May 2006 in National Assembly: Mr. Speaker, Sir, these ethnic clashes have made thousands of Kenyans suffer for the last 15 years. They are still going on. For how long has this task force been working while Kenyans are suffering and ethnic clashes are going on? view
  • 3 May 2006 in National Assembly: Mr. Speaker, Sir, could the Assistant Minister tell this House what measures the Government has to stop any further clashes from taking place in this country? Recently, we had clashes in some parts of Rift Valley. view
  • 3 May 2006 in National Assembly: Thank you, Mr. Deputy Speaker, Sir, for giving me the opportunity to add my voice in support of this Motion. In this country, millions of people live below the poverty line. Poverty in this country is notably high. One of the factors that have contributed to poverty amongst Kenyans is the cost of petroleum products. The cost of petroleum products is reflected in the various operations carried out in this country. Some operations are expensive. It has become too expensive for the farmer to fuel his tractors. All the operations that involve the use of petroleum products have become costly. ... view
