Thank you, Hon. Temporary Deputy Speaker, for giving me this opportunity so that I can add some observations on this Motion. First, I oppose the Motion as it is. I ask Hon. William Cheptumo to use this House to draw the Government’s attention to stop that menace once and for all. This has been a culture and being Kenyans, we are aware that our brothers and sisters in West Pokot, Turkana, Baringo, Garissa and Wajir have lived with that. That is because it has been their culture. However, it is high time they stopped that primitive way of life. This ...

Hon. Temporary Deputy Speaker, much has been said. I appeal to MPs from those communities to ask the Government for help. This House can pressurize the Government to facilitate them to speak to their people. They need to educate them on the fact that, that is a primitive culture that should not be practised. If there is a problem with the police serving there, we should get our army and send it there to arrest the perpetrators. This has become a business. Those people get many cows. They bring them to our areas and sell at very cheap prices. That ...

Thank you, Hon. Temporary Deputy Speaker, for giving me this opportunity to support the Value Added Tax (Amendment) Bill. As Hon. Wamunyinyi puts it, it is true that sugar comes from our own farms. The cost of producing a tonne of sugar in this country is so high. I was wondering how one can think of taxing a transporter who is carrying sugarcane from the farm. The transporters pass that tax to the farmer. The cost of producing sugarcane becomes so high for the farmer. This discourages farmers to go back to the farms and produce sugar. It is important ...

VAT demoralises leaders who sit in this House. People think that we do not know that producing cane and other agricultural produce in this country is expensive. We should be looking for ways and means of reducing the cost of production in this country to assist the farmer. I support this Bill as an old farmer. I thank Hon. Wamunyinyi for bringing the Bill although it is a little late. He should have brought it earlier. People are crying all over. Sugarcane farmers are crying all over about the high cost of production. Very soon, we will depend on imported ...

Hon. Temporary Deputy Speaker, thank you for giving me this opportunity to contribute. I want to give a chance to other Members to contribute. This House should support this Bill and advise the Government and the National Treasury to think wider than they are currently doing. I support the Bill.

was an upright man. I saw him as a Member of Parliament and I saw him as a good Minister during those days. It is our belief as leaders that we grow and die like others but this time we want to thank the people of Kitui for looking after this Mzee to the age of 97. Many of our leaders and our people do not look after the elderly people. When someone gets to the age of 80, people start leaving him alone. They do not call on him and they do not even contribute to him. I want ...

Thank you, Hon. Temporary Deputy Speaker, for giving me this opportunity to comment a little on this important issue. I support this Motion with the following reasons: It should be looked at before we start approving so many loans for the country. As other Members have said, we are going for a loan and the other loans that we have received continue to pile up. Sometimes we do not even repay them in time. As one Member has said, KPA is having a lot of problems. Whenever we talk about it, the Government has helped it to pay off some ...

What have we done wrong? I agree with the idea of expanding the Mombasa Port. We want Mombasa to compare itself with other international ports on cleanliness. Sometimes Mombasa is dirty. When I go there, I wonder what is happening to the city. Mombasa Port is an old port and should be competing with Dubai. It serves the whole of East Africa. Even if they went to Tanzania, if we expand the Mombasa Port and offer standard services, they will come back to us. However, we want the Kenyan Government to tell us why these people are going away. We ...

Thank you, Hon. Temporary Deputy Speaker for giving me this opportunity to contribute to this Bill, which is very important for our country. People fear being charged fees, taxes or having rates levelled against them. I want to congratulate those who have been involved in drafting this Bill. It is important for this country to continue valuing the way fees and rates are charged so that we encourage investors and our people. This will also enable money collection. I am happy with the way the Leader of the Majority Party detailed how the Bill will deal with collection of fees ...
