Hon. Temporary Deputy Speaker, some of us have been in other countries and seen how developed countries collect or charge non-citizens and their citizens fees and rates. This is an issue that is given a lot of weight by the governments and the agents doing the work.

I support this Bill because collection can be managed and improved continually. If we collect our fees and check our levies regularly, this country will get a lot of income which will be used to devolve the country.

House, to support the President. I am glad he has nominated people he believes can fight corruption in this country. The nominee for the chairmanship, Mr. Philip Kinisu, is a person I know can do a good job. He is a young man and I have known for a long time. I thought he would not accept to be the chairman. I am happy he accepted to take up that position. He is so smart. Back at home, we do not involve him in small issues.

THAT, Pan African Paper Mills production capacity was at 120,000 metric tonnes a year at its mills in Webuye and employed more than 30,000 employees, and people directly and indirectly depended on it in Western Province. The mills were placed under receivership in 2009 following mismanagement and misappropriation of the company’s resources. Due to the closure, all the employees were rendered jobless and are living in abject poverty. The former employees have not been paid their terminal dues up to date;
