The Commissioner-General of the Kenya Revenue Authority (KRA) has told us that there is a struggle in revenue collection. By extension, that also refers to the Jubilee Government. Hon. Deputy Speaker, after passing and ratifying the Protocol, it will enhance a number of items, especially with regard to trade and providing job opportunities around the region. I reiterate that we need to be serious because the Protocol has been before this House for some time. Whereas countries like Rwanda and Uganda have ratified, we are dragging our feet. That shows how we joke over serious businesses like the one we are dealing with at the moment.

I want to understand if it is in order for us to discuss issues of registration whereas we know that registration is done at the county or at the level down there. I would have expected that the Mover of the Motion would have had it as issuance of identity cards instead of registration. So, the relevance of the Motion--- We are debating what is already taking place at the county level.
