Hon. Speaker, let us put in mind the work of a PS, which is basically to lead and manage a team of experts. He does not necessarily need to have technical skills in the field he is sent to work. In fact, the President can deploy any PS to any Ministry regardless of professional qualification and the PS should be able to perform his duties. As I conclude, I have the recommendations of the Committee. Having considered the suitability, capacity and integrity of the nominee, pursuant to Article 155(3)(a) of the Constitution and Section 8(2) of the Public Appointments (Parliamentary Approval) Act, the Committee recommends that this House approves the nomination and subsequent appointment of Alfred Kipkorir Cheruiyot, to serve as PS for Correctional Services in the Ministry of Interior and Coordination of National Government.
