  • 18 Apr 2007 in National Assembly: Mr. Deputy Speaker, Sir, the Assistant Minister gave the criteria that the Government uses when it is creating new districts. But I did not hear him say whether the Government takes into account the financial implications. That is because, once a new district is created, the entire portfolio of the Ministries is reflected in terms of manpower, at the district level. There will be a district agricultural officer, district livestock officer and so on. How much does that cost? So, you cannot even revoke them. Once you negotiate them, even if there was fraud between the original payee and you negotiate them or discount them with a bank, there is an absolute liability in law for the Kenya Government to pay the irrevocable promissory notes. view

They wanted to advertise and recruit another person to take the position of the deputy director in charge of finance. The Departmental Committee on Administration of Justice and Legal Affairs, on behalf of this House, made it clear to the Board that, if they bring another name here, we shall not consider it. The position in the Constitution is that when the power to vet and approve is vested in this House by law or the Constitution, the role of the President becomes ceremonial and formal.   • 4 Apr 2007 in National Assembly: On a point of order, Mr. Speaker, Sir. You know what the Chair says goes into the HANSARD. I think that, perhaps, inadvertently, Mr. Speaker said, "when a Bill seeking to do exactly that is being read---". This Bill is attempting to do that. It is not "doing exactly that". That can be corrected. view
