Thank you, Hon. Speaker. In the totality of the circumstances, I think it would be fair to give the Leader of the Majority Party some time, so that when he brings a report it is a comprehensive one. I also agree that it should be done as soon as possible, as you may guide. Thank you.

Hon Deputy Speaker, I just want to confirm, contrary to what Hon. (Dr.) Pukose has said – and it is fair to state - the security officers at the gate are checking body temperature. I have not come into Parliament any day when they have not checked my temperature. So, if Hon. (Dr.) Pukose has been using other routes other than the known ones, we might want to know that. Secondly, you have properly already stated this, but my worry is that you have even ruled on the distancing. Looking around Parliament, there are already four Members who are already ...

Thank you, Hon. Speaker. The Statement sought and the clarification and indication by the Leader of the Majority Party are in order. However, given the nature of the issue that was raised, it requires a direction from you. It is an issue that borders on contempt of Parliament which ought to take priority over other issues. If we were in court, we would have said that we take judicial notice of what has been raised. Even though we are not in court, we are legislators who are alive to what goes on. The reports out there suggest exactly what the ...

Where the law says that a particular approval can only take effect with approval of the House, there can be no other way around it. If the House rejects, there is no other legal process by which one can end up being appointed. This is a very fundamental issue because it will affect all other approvals that come to this House. If one can be appointed despite rejection by the House, then it means that there is no point in considering that rejection. Therefore, I beseech that it is important to prioritise this issue and we determine it conclusively. Otherwise, ...

Thank you, Hon. Speaker. I beg to move that the Referendum (No.2) Bill (National Assembly Bill No.14 of 2020) be now read a Second Time. This Bill, sponsored by the Departmental Committee on Justice and Legal Affairs and as previously constituted, has a long history as captured. The Bill was published on 29th May 2020 and introduced in the National Assembly for the First Reading on 18th June 2020 and subsequently committed to the Departmental Committee for consideration and facilitation of public participation and reporting to the House. Public participation - and that is captured in the Report - was ...
