  • 23 Jun 2020 in National Assembly: Thank you, Hon. Speaker. I stand to support this Motion. Sometimes it is important to go on very clear record. If you carefully examined the very reasons you are opposing, you might find they are the very reasons we are supporting. Hon. Speaker, you gave your directions on this matter on 18th of this month. Indeed, in complying with the Standing Orders as cited by the Leader of the Majority Party and the Leader of the Minority Party, and your own directions, it is quite consistent with such a request. We must go on record that we are supporting the ... view
  • 23 Jun 2020 in National Assembly: Party is only on his first day in office today. He is also the one to chair the very meeting that is supposed to conduct this reconstitution. He cannot possibly do it within a day. Two, we are living in COVID-19 times. Everyone knows that these are exceptional circumstances. More importantly, to have unity of purpose where the Leader of the Majority Party moves a Motion and the Leader of the Minority Party supports, know that a lot of thinking has gone into this. Hon. Speaker, I support. view
  • 23 Jun 2020 in National Assembly: Hon. Temporary Deputy Chairman, I actually came to support this particular move. I want to laud the Committee and the Chair for using their wisdom to reverse this particular dangerous trend. I received representations, particularly from a group of pensioners to come and amend what could have been very wrong. In law, when you are engaged on certain terms, those terms cannot just adversely be changed to your detriment, after you have served. It is quite important that those who served can be sure that their pension would be protected. I fully support. view
  • 9 Jun 2020 in National Assembly: Thank you, Hon. Speaker. That was a detailed and authoritative direction. As you have said, we do not need to comment too much on this because we might need to read. Sometimes, when you listen before reading, you might misread or misunderstand the direction. It is authoritative to the extent it balances three important things. First, the need for party discipline and the fact that the party with the majority should have certain more advantage than others who do not. Secondly, it balances the truth. • 9 Jun 2020 in National Assembly: small parties is recognized in our Constitution. Thirdly, it balances the merit of having coalitions. Those are three difficult pillars to balance, but the Communication has endeavored to do it well. As I sit, there are two aspects of that direction, short-term and long-term. The short-term aspect is that the Committee on Selection must now go back to work. The direction is that the 14 Independents are entitled to 36 slots. It requires mathematics and balancing, including balloting and drawing lots. That is short-term and it can be done. Our focus should be on the long-term aspect that there is ... view

  • 9 Jun 2020 in National Assembly: Thank you, Hon. Deputy Speaker. Not only do I support the sentiments by the Member for Emuhaya, but I notice that this is a practice that has sometimes eluded us. When a Motion is tabled on behalf of a Committee, an amendment that is said to have originated from the Committee ought to reflect that fact. It ought to bear signatures of Members of the Committee to avoid the danger of having Chairs or Vice-Chairs moving Motions or amendments in the name of the Committee, which may not always reflect the views of the Committee. Thank you. view

  • 9 Jun 2020 in National Assembly: Hon. Deputy Speaker, the Honorable Vice- Chair is a seasoned Member and, therefore, I am sure he will sit down when I am on my seat. I truly respect the Committee, the membership and the various accolades given to it and its Members. Obviously, there might be a reason for that and we will come to that. However, I am listening to the Vice-Chair move this amendment to the Motion and the most important aspect in Standing Order 48 is that he is supposed to demonstrate to us that, that amendment does not materially alter any principle contained in the ... view
  • 9 Jun 2020 in National Assembly: Hon. Deputy Speaker, I want to seek your direction on a little matter. The original Report at page 20, paragraph 65 (a) (ii) had a certain provision in respect of how to treat the economic stimulus provisions, but in this Report, I see that it is crossed and countersigned, presumably, by the Chair. view
