  • 12 Mar 2020 in National Assembly: Hon. Speaker, I support the Report to the extent that it makes a very important observation. It observes that the Supreme Court was never meant as an appellate court for all matters. That point needs to be emphasised thoroughly. With tremendous respect to the Supreme Court, we have witnessed a situation where the Court liberally interpreted its jurisdiction, opened the floodgates and now all the cases were flooding to the court. It then became necessary for them to re-interpret that jurisdiction in an effort to restrict those who access its doors. They have sought to do that by trying to ... view
  • 11 Mar 2020 in National Assembly: Thank you, Hon. Speaker. I was fortunate to be in the House. I can confirm that there were very few Members. view
  • 11 Mar 2020 in National Assembly: Thank you, Hon. Speaker. I will be very brief. I thank Hon. Jeremiah Kioni for bringing this Bill, but I want to point out two things. There is a process; a near unconstitutional process… view

  • 11 Mar 2020 in National Assembly: Hon. Speaker, while I thank the Hon. Jeremiah Kioni and support the Bill, there are one or two clauses of the Bill that were lost for constitutional reasons, and it has to be explained. That is a trend that we need to guard against. While the entire Bill by Hon. Jeremiah Kioni was brought under Article100, he sought to introduce some parts that dealt with political parties, which are supposed to fall under Articles 91 and 92. For that reason, a lot of those provisions, including some of the positive ones, had to fall. That is something we might want ... view
  • 11 Mar 2020 in National Assembly: The second one, on which I need your direction in the course of the Committee proceedings, I did have a point of order, but I was unable to prosecute it because having pressed the intervention button, I was not given permission. When I was later given permission by the Chair of the Session, I sought the direction. Some of the Hon. Members suggested that the practice has now generated for points of orders. You do not press the intervention buttons. You must shout beyond the decibels of the rest of the Members. That appears to me to be a departure ... view
  • 11 Mar 2020 in National Assembly: Hon. Speaker, because you do not ordinarily sit during the Committee of the whole House, I think I would need your guidance on this so that I know whether to follow what is ordinarily the practice of intervention or to sharpen my voice and ability to jump and shout so that I may be heard when I need to intervene. view

  • 11 Mar 2020 in National Assembly: On a point of order, Hon. Temporary Deputy Chairman. view
  • 11 Mar 2020 in National Assembly: Thank you, Hon. Temporary Deputy Chairman. It is not so much a matter of order but because of that inquiry on a point of law. It is my understanding that if the amendments are of the Committee and the Chair of the Committee is not here and there is a member of the Committee who is prepared to move it, then he or she should be allowed to move it. view
